A measurably healthier Gippsland can only occur with a unified approach amongst the primary health care system and communities. We aim to fill a vital role as a trusted and credible source of information, a vehicle for collaboration, and strong advocate, essential to local decision-making. We do this via three primary functions:
Amanda Proposch is the Chief Executive Officer of Gippsland PHN and has been with the organisation since its establishment in 2015. Appointed CEO in 2018, she has led the delivery of Gippsland PHN’s strategic priorities and strengthened collaboration across the regional health system.
With a career spanning nursing, primary care, health service management and executive leadership, Amanda brings extensive experience across acute, cancer and community healthcare settings. She is passionate about improving health outcomes for Gippsland communities through collaboration, continuous improvement and innovation. Amanda is a strong advocate for positive organisational cultures, believing they are fundamental to delivering safe, high-quality and sustainable health care services.
Lisa Smith is an experienced health executive and qualified physiotherapist with extensive leadership experience across rural, regional and remote health services. Before joining Gippsland PHN, Lisa held senior executive roles with Western Australian Country Health Service, leading large and geographically dispersed services across hospitals, remote clinics, community health and public health programs. Lisa brings strong experience in operational leadership, service redesign, patient safety, quality improvement, culturally responsive health care and stakeholder partnerships. Her passion for primary health care, prevention and community-based models of care reflects her experience living and working in rural and regional communities for most of her life.
Jo is a senior healthcare leader with over 25 years’ experience across primary care systems in Victoria and nationally. She brings a strong track record in translating strategic vision into measurable outcomes, with deep expertise in partnerships, governance and system reform. Jo leads high‑performing, multidisciplinary teams to drive transformation through data‑led insights, innovation and continuous improvement. She is deeply committed to strengthening the Primary Health Network program to ensure it remains responsive, sustainable and aligned with evolving population and system needs.
Joel Stevenson is a finance and governance professional with experience across health, water and retail sectors. He holds a Master of Professional Accounting and, prior to joining Gippsland PHN, served in an executive role within the residential aged care sector. Joel has a strong track record in financial management, risk and compliance, and has board experience as Treasurer for multiple not-for-profit organisations across Gippsland. Joel is committed to purpose-driven leadership and delivering sustainable outcomes that support strong, resilient communities.
