The Australian Commission on Safety and Quality in Health Care has released a new National Model for Clinical Governance to drive high-quality care and better patient outcomes in Australian hospitals. The national model replaces the 2017 National Model Clinical Governance Framework.

Australian Health Ministers have urged all public and private hospitals to implement the national model as part of national efforts to strengthen the safety and accountability of health care.

Gillian Giles

Executive Director Clinical Governance, Australian Commission on Safety and Quality in Health Care

Gillian is Executive Director, Clinical Governance at the Australian Commission on Safety and Quality in Health Care, where she established a program of work to provide national leadership of clinical governance, including the development of the National Model for Clinical Governance. 

Previously, Gillian held the role of Director Healthcare Variation at the Commission, leading the development of the Australian Atlas of Healthcare Variation series and a program focused on system change to improve the appropriateness of health care.

With a clinical background as a speech pathologist, Gillian has worked across both state and Commonwealth health departments and is experienced in policy development, service planning and translating evidence into practical, system-wide improvement.

Cathy Balding

Director, Qualityworks

Cathy has operated her Qualityworks P/L consultancy for two decades, specialising in development and implementation of quality and clinical governance systems that ‘make quality make sense.’  

She developed the ‘strategic quality and clinical governance system’ to assist organisations to focus clinical governance on achieving great quality experiences for consumers – and staff.  The ’SQS’ is now used by many health and human services as the basis of their quality governance system. 

Cathy held quality and executive roles in both rural and metropolitan health services and served as the Director of the inaugural Victorian Ministerial Quality Advisory Council. She worked with ACHS for many years as inaugural Director of the Clinical Indicator Program and as a healthcare accreditation assessor; and is currently a board director of RSL LifeCare, chairing the ’Quality and People’ Committee. 

Cathy sits on the Australian Safety and Quality Commission Clinical Governance Advisory Committee, and developed the Implementation Guide for the 2026 National Clinical Governance Model with the Commission.
