Bulk Billing Incentive Expansion

From 1 November 2025, every general practice benefits from expanded eligibility for bulk billing incentives (BBIs). Previously, bulk billing incentives applied when bulk billing children under 16 and Commonwealth concession card holders. From 1 November 2025, this was expanded to include all Australians with a Medicare card.

It is important to note two things:

• Expanded eligibility for bulk billing incentive items is not linked to MyMedicare. It does not require the practice or patient to be registered to be eligible. 
• Whether an item attracts a single or triple bulk billing incentive is not affected by this expansion
